Derawan resort investment and eco-lodge guide

The investment model

An off-grid hospitality build, not a beach purchase

The villa model fails here. Power, potable water, waste handling, cold chain, internet, dive gas, boat fuel and staff housing all become capital lines before the first guest arrives, then permanent operating lines.

The real question is what it costs to deliver one guest night to a standard an international diver will pay for, and how many of those nights sell across a year whose best season runs April to November. Investors who answer that first tend to build smaller and more profitably.

That is why the eco-lodge format dominates credible proposals: low room counts, local materials, solar-led power and a guest promise built around the reef. It is the cheapest way to build something that works on an island with no grid.

Existing supply

The properties that carry guest nights today

The clearest supply signal is the property list an active operator uses. A thin inventory supports the supply-gap thesis, but it also means no reliable occupancy series or rate benchmark exists.

The occupancy ceiling

An eight-month best season, before you design a room

The best season runs April to November; December to March is the wetter period, although trips still run. A resort that needs twelve months of full occupancy to service its debt is the wrong resort for this location.

Best season April to November (8 months) Sunniest weather; plan peak staffing and supply runs
Wetter period December to March (4 months) Trips still run; weather-dependent days, and the natural window for maintenance and refurbishment

Plan staffing and retention across the whole year, not only the best season. Seasonality is predictable and shared by every competitor: a lodge that plans for it is not disadvantaged.

The revenue benchmark

What a Derawan guest already pays per trip

Model the customer before the building. These are the published trips Indonesia Juara runs from Kalimarau Airport (BEJ), Berau.

The market clears in US dollars while construction inputs are largely in rupiah. Larger groups pay less each, so a lodge whose economics depend on large groups sells into the weakest part of the price curve; couples and small parties are where a higher-specification room earns its margin.

Location fit

Which island fits which eco-lodge concept

What a room is worth depends on what a guest can reach from it before breakfast.

Maratua: dive access, existing resorts Dive-led boutique lodge with on-site dive centre Maratua Island
Derawan Island: turtles, broadest visitor mix Mid-market eco-lodge, family and non-diver capable Derawan homestays
Sangalaki: mantas and turtle nesting Conservation-linked day-access product Sangalaki Island
Kakaban: jellyfish lake Excursion node, not an accommodation site Kakaban Island
Mainland near Talisayan: whale sharks, road access Land-based lodge with simpler logistics Talisayan whale sharks
Labuan Cermin: mainland lake Small stopover lodging that extends the itinerary Labuan Cermin

The hidden lines

Off-grid infrastructure and conservation

Adding rooms multiplies water, power and waste load faster than revenue. The smallest viable lodge that can fill its rooms is usually the strongest asset, and the biodiversity is what your rooms are priced against.

Capital items, then recurring items

  • Power: solar, batteries and a backup generator
  • Fresh water: rainwater, storage, treatment
  • Wastewater and solid waste handling
  • Jetty, boats, engines and fuel storage
  • Cold chain and supply runs from Berau
  • Connectivity for guests and bookings
  • Staff housing and training

Design for the reef

  • Low density
  • Build back from nesting beaches
  • Control light spill near turtle habitat
  • Treat wastewater properly
  • Brief guests on wildlife interaction rules
  • Build local employment and community ties

IKN context

What IKN growth realistically does for a lodge

Nusantara (IKN), the new capital, is being developed in East Kalimantan, the same province as Berau. That shared province is the entire basis of the growth argument.

Larger administrative and business population in the province Plausible
Better air and road connectivity into East Kalimantan Plausible
A domestic short-haul weekend market for Derawan Plausible
A specific visitor-number uplift, or a timetable for it Not established
A committed transport link between the new capital and Berau Not established

We publish no forecast figures because we have none we can stand behind. Treat IKN as an upside scenario, never the base case, and verify infrastructure commitments with Berau Regency and provincial authorities.

How to pressure-test a resort investment

Indonesia Juara has operated trips here under Juara Holding Group since 2015. We can arrange a reconnaissance trip around your shortlist; we do not broker land, guarantee returns or publish valuations. Enquiries: sales@indonesiajuara.asia.

Disclaimer: general information about the Derawan Archipelago as a hospitality market. Not financial, investment, legal or tax advice, and not an offer of any security or property. Take independent professional advice and do your own due diligence.

  • Travel the circuit as a guest, in season, in several existing properties
  • Commission primary demand research: no reliable public series exists
  • Resolve title and permits before design, not after
  • Model a seasonal year, with a low-occupancy and a currency stress case
  • Start small: a dive or boat operation, or a minority stake in an existing property
  • Model floating capacity too: a liveaboard sidesteps land title entirely
